Haruskah Presiden dan Setiausaha Agung MTUC menjadi ahli? Adakah Majlis MTUC yang membuat pilihan atau adakah Menteri yang pilih ikut suka hati beliau...
- Adakah mereka setuju dengan Perintah Gaji Minima 2012 yang dikeluarkan? Sebab kini pekerja dalam tempuh percubaan didiskriminasi? Gaji minima seharusnya melibatkan gaji asas {'basic pay') tetapi kini ianya akan campur elaun dan sebagainya...dan MTUC nampaknya senyap sahaja
- Mengapa? Jangan atas alasan bahawa mereka dalam Majlis ini yang membuat keputusan - maka tidak wajar ahli Majlis membuat protes mengenai perintah gaji ini? Adakah wakil-wakil pekerja ini kini setuju dengan perintah dan panduan berkaitan?
- Adakah pendapat pekerja yang dibawa oleh wakil pekerja ini berkenaan gaji minina ditolak melalui undi majoriti? Tetapi di manakah rekod perjuangan wakil pekerja dalam mesyuarat Majlis ini - perlu kita ada 'transparensi' - gunakan laman web MTUC.
- AMARAN - kerajaan dan majikan kini sudah pandai - panggil wakil kerja jadi ahli Bengkel ini dan Jawatankuasa ini - dan akibatnya kepimpinan pekerja lupa mengunakan cara-cara perjuangan pekerja yang lain.... protes, dsb... Akhirnya pekerja dan kesatuan akan hilang tradisi perjuangan pekerja yang lebih efektif ....Kalau kita lihat protes pimpinan MTUC mengenai isu 'kontraktor for labour' - paling banyak pekerja yang dapat dibawa untuk piket pun sangat kurang - kurang daripada 10% keahlian... {Apa sudah jadi kepada protes 'kontraktor for labour'? Adakah pimpinan tak ada minat lagi...atau tak ada keupayaan meneruskan perjuangan pekerja .... jadi nampaknya kerajaan dan pihak majikan sudah berjaya - dan permintaan pekerja tidak berjaya....MALU - adakah ini pimpinan pekerja di Malaysia ...nampaknya sama dengan ahli politik di mana perjuangan hanya bila media massa memberi liputan atau isu 'HOT'...'Hangat" - selepas itu lupa sahaja perjuangan dan ....
Mengapa pekerja sektor awam tidak mempunyai wakil? Mengapa pekerja migran tidak ada wakil? Mengapa tidak ada wakil daripada NGO yang memperjuangkan hak buruh migran - kini lebih 2 juta? Siapakah yang mewakili pekerja domestik? Siapakah yang mewakili pekerja yang bukan ahli union?
Ahli lain Majlis yang dilantik pun nampaknya bukan mereka yang akan mengutamakan pekerja atau hak pekerja. Lebih baik ahli lain mereka daripada CSO/NGO yang memperjuangkan hak pekerja, SUHAKAM, Majlis Peguam,...
5. Membership of the Council
(1) The Council shall consist of the following members who shall be appointed by the Minister by notification in the Gazette:-
(a) a Chairman;
(b) a Deputy Chairman;
(c) a Secretary;
(d) at least 5 members from amongst the public officers;
(e) at least 5 members representing the employees;
(f) at least 5 members representing the employers; and
(g) at least 5 other members.
PUTRAJAYA: Former Chief Judge of Sabah and Sarawak,
Tan Sri Datuk Amar Shim Lip Kiong has been appointed as the chairman of
the National Wages Consultative Council, an independent body whose task
is to study workers’ remuneration and set a minimum wage based on the
principle of tripartism – government, employees and employers.
Announcing
the appointments of the council’s members at a press conference here
yesterday, Human Resource Minister Datuk Dr S Subramaniam said Shim’s
wide experience when he was the chairman of the Industrial Court would
help the council to arrive at a fair and equitable minimum wage.
Besides
a chairman, the council also has a deputy chairman, five
representatives from the public sector, six workers’ representatives,
six employers’ representatives and five other appointed members.
Dr
Subramaniam said the council would make the recommendation on minimum
wage to the government for final consideration before an announcement on
it was made.
“The government will announce the minimum wage and
the mechanism for its implementation at the end of the year. The council
will also issue a report on all the studies it made which will become
government documents,” he said.
He added that the council would also be assisted by a technical committee made up of socio-economic experts and statisticians.
In
June, Parliament passed the National Wages Consultative Bill 2011 to
look into matters involving workers remuneration. It supercedes the
Wages Councils Act 1947.
At present, wages in the private sector are based on market forces or collective agreements (CAs) between employers and unions.
